NOTE: SOLICITATION TO BE ISSUED UNDER FAR SUBPART 13.5 UTILIZING SIMPLIFIED ACQUISITION PROCEDURES. DLA Land & Maritime is preparing to issue a solicitation under FAR Subpart 13.5 and will be utilizing Simplified Acquisition Procedures. The Government will award a 13.5 Simplified Indefinite-Delivery Contract (SIDC) resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government. The contract period will be for a 5-year contract, consisting of a three-year base period and two 1-year option periods; or until the aggregate of the orders placed against the contract reaches the maximum dollar amount. Firm-fixed pricing will be applicable. The NSNs will be evaluated on an “All or None” basis per NSN, being awarded to the “best value” offeror for that line. The Government intends to place delivery orders under the awarded contract for DLA stock support only. This solicitation is an “Unrestricted” procurement that is being issued under Other Than Full and Open Competition under the authority of 10 USC 2304(c)(1). While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and offered delivery and surge support on designated NSNs.
