This contract is a Firm Fixed Price (FFP) Indefinite Quantity Contract (IQC) with fixed pricing and the solicitation is for a 3-year base period and two 1-year option periods that may be exercised at the discretion of the Government. The total contract period will be five years, if the two options are exercised. Annual price adjustments via an escalation factor for a total contract period not to exceed five (5) years.

This solicitation is being issued to establish an Indefinite Quantity Contract (IQC) that will provide stock Replenishment coverage in support of military depots. The solicitation will be Service-Disabled Veteran-Owned Small Business, issued under FAR Part 12 procedures. These items will be procured in accordance with manufacturer’s code and part number and is available from only one or a limited number of sources. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (3 BASE YEARS plus 2 option years) and shall not exceed 5 years. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c) (1). Pricing will be solicited for four quantity ranges for this NSN with F.O.B. Origin and Inspection/Acceptance at Destination. Currently Section B will contain six NSN items managed by DLA Land and Maritime. See spreadsheet attached to this notice. The solicitation will be available on or about July 30, 2021, at http://dibbs.dscc.dla.mil/rfp. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, proposed delivery, and other evaluation factors as described in the solicitation. All responsible sources may submit an offer/quote which shall be considered. Drawings/specifications will not be available through BSM DIBBS. This proposed procurement includes a family group of items within the Federal Supply Class 5935 and 5965.
