The solicitation/request for proposal will be forth coming. When issued the Solicitation/Request for Proposal can be found on the DSCC Bid website at http://dibbs.dscc.dla.mil/rfp/. The subject requirement is for the acquisition of the NSNs listed on the attachment. This will be solicited as an Indefinite Quantity Long Term Contract for a 3-year base period. The total duration shall not exceed 3 years. The solicitation will be Unrestricted for NSN 6110-01-105-6615 and Small Business Set-aside for NSN 6110-01-101-9710 . NSNs are part of the First Destination Transportation (FDT) program and will be solicited as FOB Origin and either military or commercial packaging, per the solicitation. Various Incremental quantities will be solicited. While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. All responsible sources may submit an offer/quote, which shall be considered. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1).
