The subject solicitation is for 12 NSNs, in various FSCs, and NAICS codes, that is a Woman Owned Small Business Set-Aside for items that support the Abrams Vehicles. Items are drawings or QPL items. The solicitation is being issued on a all or none basis per NSN, which means you may provide a proposal on one NSN, all NSNs, or any number of NSNs in between. An indefinite quantity contract with three base years and one possible option year is anticipated. The total duration, base period plus option years shall not exceed 4 years. Items are either Inspection/Acceptance at Origin or Destination, please see solicitation once it is issued for each NSN. Some items require Military Packaging and others require commercial packaging. Please review the packaging attachment to the solicitation. Items are all for DLA Direct (Stock) requirements. Items will have quantity breaks, as indicated in the solicitation. Government required delivery will be notated on the solicitation. Woman-Owned Small Business Set-Aside The solicitation will be made available on the internet at: https://www.dibbs.bsm.dla.mil under Requests for Proposal (RFP) on or around the solicitation date of September 25, 2020 and will be open for 30 days, to allow time for offerors to review the solicitation, its required documents, review the Product Item Descriptions and to provide a proposal. The solicitation for the 12 items is being issued under FAR Part 15 Contracting by Negotiation. Each NSN listed on the request for proposal will have a contract minimum and maximum that is set at the NSN level. These dollar values will be used to determine if cost and pricing data would be required with any proposals, and if none of the exceptions to cost and pricing data were found. While price may be a significant factor in the evaluation of offers, the final decision will be based on a combination of price, past performance, delivery and any other factors listed in the solicitation.
