It is essential that the Government obtain these parts only from Eldec Corporation or The Boeing Company because it is essential that the Government only obtain parts that have been tested and verified to be used in specific higher level assemblies. To insure operability in accordance with military requirements of the stated higher assemblies, the spare/replacement parts there must be the same form, fit, and function as the parts currently used in these higher assemblies. Although the items have been determined commercial, the government requires spare parts that are form, fit, and functionally interchangeable with those current supporting the end items, aircraft. At this time, the approved part numbers from Eldec Corporation and The Boeing Company are the only parts known to have the form, fit, and function to be interchangeable with those currently supporting the subject aircraft.

NSN: Reference Attachment 1 Nomenclature: Reference Attachment 1 Destination Information: Various DLA Stocking Locations Unit of Issue: Each Delivery Schedule: Reference Solicitation The scope of this acquisition is for a firm-fixed price, Federal Acquisition Regulation (FAR) Part 13.5; Indefinite Delivery Contract (IDC)-Quantity for the procurement of National Stock Numbers (NSNs) in Attachment 1. The subject NSNs are determined to be commercial items. The Government is pursuing an Indefinite Delivery contract, for the duration of a three-year base. This requirement is for DLA stock support within the continental United States (CONUS). The solicitation will include NSNs to be procured and managed by one Inventory Control Point (ICP - DLA Land and Maritime). The estimated Annual Demand Quantities are stated in Attachment 1. The Inspection and Acceptance will be Destination. FOB is Origin. This acquisition is for supplies for which the Government does not possess complete drawings. Certain NSNs require source approval. The approved sources are stated in the Product Item Description (Attachment 2). Only offers based upon approved part numbers from the approved sources will be considered. The solicitation is issued under Other Than Full and Open Competition procedures in accordance with FAR 6.302. The AMC/AMSC codes for these items are 1C and 1R. The solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/ on or about October 9, 2020. The anticipated closing date of the solicitation is November 10, 2020. Attached with this notice is the Product Item Description for the subject NSNs. All responsible sources may submit an offer/quote which shall be considered. The proposed requirement is solicited as an unrestricted acquisition for CLINs 0001-0003. CLIN 0004 is set-aside for small businesses. All interested suppliers may submit an offer. While pricing is a significant factor in the evaluation of offers, other evaluation factors will be stated in the solicitation. Offers will be evaluated in accordance with FAR 15.101 Best Value Continuum. The final award decision will be based on a combination of price and stated evaluation factors.
