This solicitation is being issued to establish an Indefinite Quantity Contract (IQC) that will provide DLA Direct replenishment coverage. Under this solicitation, the resulting contract(s) will be Firm Fixed-Price with Annual Price Adjustments, Indefinite Quantity Contract(s) issued under FAR Part 15 for a 3 BASE YEARS plus 2 option years) and shall not exceed 5 years. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c) (1). Pricing will be solicited for four quantity ranges for this NSN with F.O.B. Origin. Currently Section B will contain 1 NSN Item managed by DLA Land and Maritime. The solicitation will be available on or about June 22, 2020 at http://dibbs.dscc.dla.mil/rfp. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, proposed delivery, past performance, and other evaluation factors as described in the solicitation. All responsible sources may submit an offer/quote which shall be considered. Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. This proposed procurement includes a family group of items within the Federal Supply Class 5999. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
