The subject requirement is for the acquisition of NSN 4730-01-250-9443 with the item description, COUPLING HALF, QUICK DISCONNECT. This solicitation will be issued as a 50% partial small business set-aside. For this project, half of the total requirement is unrestricted and the other half is set-aside for small business. Under the rules for a partial set-aside, only the unrestricted portion is to be solicited and competed. An Indefinite Quantity Long-Term Contract issued under FAR Part 15 with a 3 year base period and 2, one-year option periods is anticipated. The total duration base plus option years shall not exceed 5 years. Small Business Size Standard is 500 for NAICS 332996. The solicitation will be available on April 8, 2020 at https://www.dibbs.bsm.dla.mil/RFP/ . Hard copies are not available. Increments and delivery schedule will be noted on the RFP. The First Destination Transportation (FDT) program does apply. Inspection/Acceptance requirements will be noted on RFP. All responsible sources may submit an offer/quote, which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation.
