The subject requirement is for the acquisition of 2 NSN using Far Sub-Part 13.5- Program for Commercial Items Procedures. The FSC of this requirement is 6665. Indefinite Delivery Contract will have a three-year base period and 2 option years. The total duration shall not exceed 5 years. This IQC requirement is being solicited as unrestricted Other Than full and Open Competition based on 10 U.S.C. 2304(c) (1) – Available from only one or a limited number of sources. Award will be made on an ALL OR NONE BASIS per NSN for the supplies covered under this contract. The solicitation will be available on or about September 28, 2020, at http://dibbs.bsm.dla.mil/RFP. Hard copies are not available. Due to system constraints, it may take as long as three business days from the stated issue date for the solicitation to post to DIBBS. Increments and delivery schedule will be noted on the RFP. FOB Origin is required. Inspection/Acceptance requirements will be noted on the RFP. All responsible sources may submit an offer/quote, which shall be considered. All offers shall be in the English Language and in U.S dollars. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery and past performance and other evaluation factors as described in the solicitation.
