NSN 4320-010903263 is critical application item and will be solicited as a firm-fixed price RFP to obtain offer(s) for a single NSN contract for DLA Direct Delivery. Quantity UP TO 38 each. No option will be included. FOB- ORIGIN INSPECTION AND ACCEPTANCE AT DESTINATION DELIVERY EST AT (best awailable) DAYS ADO All responsible sources may submit a proposal, which shall be considered. The subject requirement is for acquisition of one NSN for the various end items. The solicitation will be available in DIBBS on MARCH 24, 2023 at https://www.dibbs.bsm.dla.mil/RFP/. Copies of the solicitation will not be available until 15 days afer this notice is published in SAM.gov. While price may be a significant factor in the evaluation of o?ers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation. THIS IS A RESTRICTED SOURCE ITEM AND REQUIRES ENGINEERING SOURCE APPROVAL BY THE GOVERNMENT DESIGN CONTROL ACTIVITY. ADEQUATE DATA FOR THE EVALUATION OF ALTERNATE OFFERS IS NOT AVAILABLE AT THE PROCUREMENT AGENCY.THE OFFEROR MUST PROVIDE A COMPLETE DATA PACKAGE INCLUDING DATA FOR THE APPROVED AND ALTERNATE PART FOR EVALUATION. RQ001: TAILORED HIGHER LEVEL CONTRACT QUALITY REQUIREMENTS (MANUFACTURERS AND NON-MANUFACTURERS) DUE TO CRITICALITY AND TIME REQUIRED FOR ESA EVALUATION OF ALTERNATE OFFERS, IT MAY NOT BE POSSIBLE TO CONSIDER ALTERNATE OFFERS FOR CURRENT AWARD, BUT THOSE MEETING EVALUATION CRITERIA WILL BE CONSIDERED FOR FUTURE PROCUREMENTS IF APPROVED BY ESA AFTER SAR EVALUATION. PROCUREMENT FROM THE APPROVED SOURCE: CARVER PUMP COMPANY 10941 P/N YCN-0-98-002 OTHER THAN FULL AND OPEN COMPETITION APPLIES. TECHNICAL DATA WILL NOT BE AVAILABLE AT THE TIME OF THE SOLICITATION. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All o?ers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting oficer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The Government may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. By submitting a proposal in response to the solicitation, o?erors agree to participate in the Reverse Auction and their prices may be publicly disclosed, including to other o?erors, during the Reverse Auction. An o?er’s final auction price will be considered its final proposal revision. No price revisions will be accepted a?er the close of the Reverse Auction, in accordance with FAR 15.307.
