NSN 4720-000534577 will be solicited as a firm-fixed price RFP to obtain offer(s) for a single NSN contract for DLA Direct Delivery. FOB ORIGIN Estimated delivery requirement for this solicitation will be at 230 days ADO for all quantities QTY 406 each CRITICAL APPLICATION ITEM, PROCUREMENT FROM APPROVED SOURCES. CRITICAL SAFETY ITEM (CSI), TRACEABILITY TO THE MANUFACTURER IS MANDATORY FROM THE DEALERS. LEGALLY SUFFICIENT TRACEABILITY MUST BE SUBMITTED WITH THE PROPOSAL TO BE CONSIDERED FOR THE EVALUATION. AMC/AMSC = 1/C This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid. Procurement from approved source. Technical data will not be available at the time of this solicitation. Alternate Offers may not receive consideration for current procurement due to lengthy process for ESA evaluation and timeframe required to meet replacement schedule. Therefore, other than full and open competition applies. Solicitation will be unrestricted. Since this is a Critical Safety Item, Higher Level Contract Quality Requirements will be required. OTHER THAN FULL AND OPEN COMPETITION APPLIES. TECHNICAL DATA WILL NOT BE AVAILABLE AT THE TIME OF THE SOLICITATION All responsible sources may submit a proposal, which shall be considered. The subject requirement is for acquisition of one NSN for the various end items. The solicitation will be available in DIBBS on / after NOVEMBER 18, 2022 at https://www.dibbs.bsm.dla.mil/RFP/. Copies of the solicitation will not be available until 15 days after this notice is published in SAM.GOV While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
