DLA Weapons Support intends to enter into a firm-fixed price, long-term contract(s) (LTC) with a maximum contract period of five years, consisting of one five-year base period and no option periods. An escalation percentage will be used to adjust the pricing for years two through five. The estimated annual demand value is $386,200.81, the estimated five-year value is $1,931,004.05 and the contract maximum is $3,862,008.10. This acquisition will be conducted under Federal Acquisition Regulation (FAR) 15 – Contracting by Negotiation to acquire the noncommercial NSNs. These items will be procured on an “all or none” basis per CLIN/NSN and evaluated using best value tradeoff procedures. Five of these items require a contractor First Article Test. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery and past performancefactors as described in the solicitation. The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data.
