This is not a solicitation/request for proposal. The solicitation/request for proposal will be forth coming. When issued the Solicitation/Request for Proposal can be found on the DSCC Bid website at http://dibbs.dscc.dla.mil/rfp/. This acquisition is for a firm-fixed price, Federal Acquisition Regulation (FAR) Part 12 and 15 Indefinite Quantity Contract (IQC) for the procurement of National Stock Number (NSN) 6140014851472 - Battery, Storage. Contract length will include a base period of three years and two option years. Option periods exercised at the discretion of the Government. Multiple delivery orders may be written against the basic contract for a maximum of five years. Solicitation will be issued as “unrestricted” and as “Other than full and open”. The scope of this project is the one item included within the Schedule of Supplies. Estimated Annual Demand Quantity is 183,468 each. This is the amount the Government estimates to purchases in a year. The acquisition will be solicited with the potential as a split award with one or more contractor receiving an award. The Government intends to award multiple contracts from this solicitation but reserves the right to award one contract to a single offeror if the Contracting Officer determines this method best for the Government. The split award decision will be made after negotiations and will be based upon the evaluation factors listed in the solicitation. The Product Item Description (PID) for the NSN is provided as Attachment 1, titled, Product Item Description. North American Industry Classification System Code (NAIC) is 335910. Business Size is 1,250 Identified item will be shipped to various stocking locations within the continental United States. Various incremental quantities will be solicited. While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. All responsible sources may submit a proposal, which shall be considered. Unless an exception applies per FAR 19.702(b), a subcontracting plan is required. Solicitation Issue date is on or about 10/5/2023, with the Response date on or around 11/6/2023. Note: Copies of this solicitation will only be available via the World Wide Web. Hard copies of this solicitation are not available. Note: The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A").
