The solicitation/request for proposal will be forth coming. When issued the Solicitation/Request for Proposal can be found on the DSCC Bid website at http://dibbs.dscc.dla.mil/rfp/. This DLA Land and Maritime acquisition is for the procurement of National Stock Numbers (NSN) 2510016495722. Contract length will include a base period of one year and four option years. Option periods exercised at the discretion of the Government. Multiple delivery orders may be written against the basic contract for a maximum of five years. Solicitation will be issued as a 100% small business set aside. Items will be shipped to various stocking locations within and outside of the continental United States. Solicitation includes a total of one NSN. For the NSN details, see synopsis Attachment 1, titled NSN Information. Various incremental quantities will be solicited. Deliveries will be to various DLA stocking locations. While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. All responsible sources may submit an offer/quote, which shall be considered. The response date referenced above is estimated. Solicitation Issue date is on or about 5/8/2023, with the Response date on or around 6/8/2023. Note: Copies of this solicitation will only be available via the World Wide Web. Hard copies of this solicitation are not available. Items under this acquisition are subject to the Buy American Act. Note: The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A").

SOURCES SOUGHT DLA Land & Maritime is preparing to solicit a long-term contract for the NSN listed below and in Attachment 1, titled, Sources Sought Notice – NSN Information Sheet. The currently approved manufacturer and associated part number for these items can be found on the attachment titled, Market Survey NSN Spreadsheet. While DLA Land & Maritime may have drawings/specifications associated with these items, only the source listed is currently approved. These parts requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application.
