DLA Land & Maritime is preparing to solicit for a firm-fixed price, 3-year long-term indefinite quantity supply contract (IQC) for the acquisition of the following NSN: CLIN 0001 NSN 1005-01-454-1629 BARREL, RIFLE The subject NSN is being procured via drawings, with a Technical Data Package (TDP) and a special data license agreement to CMC Colt Manufacturing Company. This item is a critical gun part item and considered a “defense article” as defined in and subject to the International Traffic Arms Regulations and the Arms Export Control Act. A Contractor First Article Test (CFAT) is applicable. This item has Arms, Ammunition and Explosives (AA&E) Government Furnished Property (GFP) and Government Furnished Material (GFM) requirements. The solicitation will be issued under FAR Part 15, Contracting by Negotiation, with full and open competition after exclusion of sources. The 3-year contract will be structured with a 1-year base period, with two 1-year option periods. Proposed escalations shall be negotiated for years two and three. The Government will place delivery orders against the contract for DLA STOCK SUPPORT only. This solicitation will be for a 100% SMALL BUSINESS SET ASIDE. All responsible domestic small business sources may provide a proposal to the Request for Proposal (RFP). The small business size standard applicable to NAICS 332994 is 1000 employees. The RFP will be available at the DLA Internet Bid Board System (DIBBS) website at http://www.dibbs.bsm.dla.mil/rfp after the approximate issue date of 5 DEC 2022 or thereafter. Hard copies of the solicitation will not be available. Technical drawings/bid sets are available after the same approximate issue date or thereafter on the Internet at http://www.dibbs.bsm.dla.mil/ and by clicking the cFOLDERS link under the Technical Data tab. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, offered delivery and potentially other evaluation factors as described in the solicitation.
