PLEASE NOTE: Solicitation will now be posted on or about March 25, 2022 with a response of on or about date of May 2, 2022. Solicitation will include 785 active NSNs (previosly referred to as "priced" NSNs) with the possibiity of adding 4,452 inactive NSNs(previously referred to "price pending"). Orders issued will be for various DLA Direct Stock and Customer-Direct requirements (CD) to continental United States (CONUS) and outside the continental United States (OCONUS) locations and Foreign Military Sales (FMS). This acquisition involves a consolidation of requirements IAW FAR 7.107-2 and has been determined necessary and justified. The determination will be posted with the solicitation IAW 7.107-5(c). ******************************************************************************************************************************************** This is not a solicitation/request for proposal. The solicitation/request for proposal will be forth coming. When issued the Solicitation/Request for Proposal can be found on the DSCC Bid website at http://dibbs.dscc.dla.mil/rfp/. This acquisition is for a firm-fixed price, Federal Acquisition Regulation (FAR) Part 12 and 15 Indefinite Quantity Contract (IQC) for the procurement of National Stock Numbers (NSN) identified in Attachment 1, titled NSN Information. Contract length will include a base period of three years and two option years. Option periods exercised at the discretion of the Government. Multiple delivery orders may be written against the basic contract for a maximum of five years. Solicitation will be issued as “unrestricted” and as “Other than full and open”. Solicitation includes a total of 5,237 NSNs. The solicitation will include 785 “priced” and 4,452 “price pending” NSNs. For the priced NSNs, pricing is required at the time of proposal submission. The price pending NSNs will be included in the solicitation and may or may not be price at a later time. The Product Item Descriptions (PID) for the NSNs to be priced are provided as Attachment 2, titled, Product Item Descriptions. The scope of this project is the 5,237 items included within the Schedule of Supplies as well as any additional items for which Oshkosh Defense (75Q65) is the sole approved source. Various incremental quantities will be solicited. While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. All responsible sources may submit a proposal, which shall be considered. Solicitation Issue date is on or about 12/23/2021, with the Response date on or around 2/23/2022. Note: Copies of this solicitation will only be available via the World Wide Web. Hard copies of this solicitation are not available. Note: The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A").
