NOTE: SOLICITATION TO BE ISSUED UNDER FAR SUBPART 13.5 UTILIZING SIMPLIFIED ACQUISITION PROCEDURES. DLA Land & Maritime is preparing to issue solicitation #SPE7LX21RX062 under FAR Subpart 13.5 and will be utilizing Simplified Acquisition Procedures. The Government will award a five-year, 13.5 Indefinite Delivery Contract (IDC) resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government. The five-year contract will be structured with a 3-year Base and two one-year Option periods. There are two (2) NSNs which will be evaluated on an “All or None” basis per NSN, being awarded to the “best value” offeror for that line. The Government intends to place delivery orders under the awarded contract for DLA stock support only. This procurement will be solicited as a SMALL BUSINESS SET ASIDE and issued under Full and Open Competition. The solicitation will reflect for both NSNs: Inspection/Acceptance at ORIGIN and F.O.B. at Destination. The solicitation will be for the procurement of two (2) NSNs: 1005-00-017-9546; Handling Assembly, Charging 1005-01-454-9880; Receiver, Upper Both NSNs will be procured by drawings and a TDP. There is a Colt Industries License Agreement that will need to be completed and accepted in order to view the drawings. Please do not wait to apply and obtain this agreement if you intend to offer on this procurement. There are Contractor First Article Test requirements for each NSN. The RFQ will be available at the DLA Internet Bid Board System (DIBBS) website at http://www.dibbs.bsm.dla.mil/rfp after the approximate issue date of 14 JUN 2021 or thereafter. NOTE: Due to system constraints, it may take as long as three business days from the stated date for the solicitation to post to DIBBS. Hard copies of the solicitation will not be available. Technical drawings/bid sets are available after the same approximate issue date or thereafter on the Internet at http://www.dibbs.bsm.dla.mil/ and then click the cFOLDERS under the Technical Data tab. Remember: there is a Cold Industries License Agreement that must be addressed first. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and offered delivery and potentially other factors.
