The original Presolicitation Notice is amended to reflect the portion of NSNs to be set-aside for small business concerns. The subject requirement is for the acquisition of nine (9) NSNs included on the attached list. See spreadsheet for nomenclature, code and part numbers, Estimated Annual Demand Quantity (ADQ), incoterms, and delivery schedule of each NSN. This will be an Indefinite Quantity Contract (IQC) with a three-year base period and two (2) one-year option periods. Options to be exercised at the discretion of the government and the request will be solicited in accordance with FAR 13.5, Simplified Procedures for Certain Commercial Items as a Request for Quotes (RFQ). The total duration of the base period plus option periods shall not exceed five (5) years. Items may ship to various stock depots of CONUS locations. Increments and delivery schedule will be noted on the Request for Quotes (RFQ). Freight on Board (FOB) origin is required (in accordance with the First Destination Transportation (FDT) Program). Inspection and Acceptance is destination. A portion of the acquisition is set aside for small business concerns. Four (4) of the NSNs are to be set aside for small business concerns. The other five (5) items will be unrestricted. The acquisition is unrestricted. These NSNs represent seven different North American Industry Classification System (NAICS) Codes with varying small business sizes. They include: 336350, Motor Vehicle Transmission and Power Train Parts Manufacturing with a small business size standard of 1,500 employees; 336330, Motor Vehicle Steering and Suspension Components Manufacturing (1,000 employees); 333318, Other Commercial and Service Industry Machinery Manufacturing (1,000 employees); 333618, Other Engine Equipment Manufacturing (1,500 employees); 333613, Mechanical Power Transmission Equipment Manufacturing (750 employees); 326122 Plastics, Pipe and Pipe Fitting Manufacturing (750 employees); and 332912, Fluid Power Valve and Hose Fitting Manufacturing (1,000 employees). All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
