The Defense Logistics Agency (DLA) will issue a Request for Proposal on or about August 18, 2022 at https://www.dibbs.bsm.dla.mil/. The proposed contract will be solicited as unrestricted allowing all business sizes to submit offers. This is not a request for quote or proposal. The purpose of this pre-solicitation notice is to provide prospective vendors the opportunity to review the 2 NSNs. These NSNs are code and part number items. Acquisition is restricted to the current limited source of supply. NSN PRT NUM COMPANY NAME CAGE 5340009435301 H499-1 Hartwell Corporation 83014 5340011548567 H521K2113 Hartwell Corporation 83014 The solicitation will be issued on an all or none basis per NSN, which means vendors may provide a proposal on one NSN, all NSNs, or any number of NSNs in between. Each NSN listed on the request for proposal will have a contract minimum and maximum that is set at the NSN level. This will be used to determine if cost or pricing data would be required with any proposals, and if none of the exceptions to cost or pricing data were found. An indefinite quantity contract with three base years and two possible option years is anticipated. The total duration, base period plus option years shall not exceed 5 years. The solicitation for the 2 NSNs, determined as commercial of a type under FAR 2.101 (3) (i), will be solicited using FAR Part 12 Acquisition of Commercial Items. Items are all for DLA Direct (Stock) requirements. When solicited, the NSNs will have quantity breaks. The solicitation will specify Inspection/Acceptance at Origin or Destination and whether Military Packaging or commercial packaging applies. Government required delivery will be annotated on the solicitation. While price may be a significant factor in the evaluation of offers, the final decision will be based on a combination of price, past performance, delivery and any other factors listed in the solicitation. Drawings can be downloaded by authorized users from the cFolders website via the Internet at https://pcf1.bsm.dla.mil/cfolders. The solicitation will remain open for 30 days, allowing time for potential offerors to review the solicitation and related attachments and if applicable, submit proposals. All interested business concerns may submit an offer.
