The subject requirement is for the acquisition of two (2) NSNs. Both items are being bought in accordance with code and part numbers of the approved sources: First NSN is 2510-016113044, Vehicle Window, Ibis Tek, Inc. (1SC69), P/N: 4012-100-25571, and second NSN is 25410-016103920, Transparent Armor, Ibis Tek, Inc. (1SC69), P/N: 4012-100-025699 and Standard Bent Glass (458W5), P/N: A-131-2. This will be an Indefinite Quantity Contract (IQC) with a three-year base period and two (2) one-year option periods. Options to be exercised at the discretion of the government. The total duration of the base period plus option periods shall not exceed five (5) years. Items may ship to various stock depots of CONUS locations. Increments and delivery schedule will be noted on the Request for Proposal (RFP). Freight on Board (FOB) origin is required (in accordance with the First Destination Transportation (FDT) Program). Inspection and Acceptance points will be listed on the solicitation. The acquisitions is unrestricted. The NAICS is 327211, Flat Glass Manufacturing, with a small business size standard of 1,000 employees. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
