While price will be significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, socio-economic factors, and other evaluation factors as described in the solicitation. All responsible sources may submit an offer/proposal, which shall be considered. Joint Certification Program (JCP): Joint Certification Program (JCP) certification establishes the eligibility of a United States (U.S.) or Canadian contractor to receive technical data governed, in the U.S., by Department of Defense (DOD) Directive 5230.25 and, in Canada, by the Technical Data Control Regulations (TDCR).
