The subject requirement is for the acquisition of NSN 1095-01-052-6055, which is an arming unit, electromechanical. The required quantity is 3,427 EA with delivery to Warner Robins, GA (SW3119). The solicitation contains a 50% option. NSN is a competitive drawing. The proposed procurement includes items within the Federal Supply Class 1095. NSN does require Government First Article Testing (GFAT). Delivery of the GFAT units is 90 Days ARO. Government review is 120 Days. The Government required delivery schedule is 260 Days AFA. GFAT waived source is 54208. The requirement will result in an award for DLA Direct stock. FOB is origin in accordance with First Destination Transportation. Inspection and Acceptance at Origin applies. The procurement will be in accordance with FAR Part 15. The solicitation will be available for download on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP/ on or about 5/29/2020. The solicitation can only be found by searching the RFP/IFB database in DIBBS. The proposed contract is being solicited as a Small Business Set-Aside basis using other than full and open competition after exclusions of sources. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. While price may be a significant factor in the evaluation of offers, quotations will be evaluated according to "Best Value" procedures on the basis of Price, Past Performance and Delivery. An alternate source must submit data and be approved by cognizant Government engineering activity. Based on market research this item is manufactured for military use only and is not commercial, therefore, the Government is not using the policies contained in FAR Part 12 in this solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. There are technical drawings/bid sets available for this procurement. Specifications, plans or drawings related to the procurement described are available and will be furnished by the Government. This acquisition is for supplies for which the Government does not possess complete, unrestricted technical data.
