(96272) P/N NAV-SUR200001166 and FAIRBANKS MORSE, LLC (7PZX0) P/N P12620296 This is an UNRESTRICTED solicitation (Other Than Full and Open Competition) and will be solicited per FAR part 15; DAG 5.207(d)(2)(iv). This is not set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance as described in the solicitation. FOB and Inspection/Acceptance points as required per the solicitation. The solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp on or about 6/4/2021; This acquisition is for supplies for which the Government does not possess complete unrestrictive technical data; therefore, the Government intends to solicit and contract for only approved sources under the authority of 10USC2304(c)(1). Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item with 15 days of this notice. Patterns, Drawings, Deviations Lists, Purchase Description, etc., are not stocked at the DODSSP. " AMSC "D" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. FAIRBANKS MORSE, LLC is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time.
