The Defense Logistics Agency (DLA) Land and Maritime, Columbus proposes to enter a Firm-Fixed-Price, Indefinite Quantity Contract (IQC); a five year long-term contract with three base years and two options. This project is comprised of one (1) National Stock Number (NSN) 4820-01-180-0848 device (Item Name: VALVE, SAFETY RELIEF ) that supports the Navy's USS Mount Whitney (LCC/JCC 20), which actively patrols throughout parts of the world. This solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp after the issue date of 03/17/2021. Offerors are given the opportunity to submit pricing based on quantity break ranges. This project will be a total set-aside for small businesses. These items have not been found to be commercial and will therefore be solicited using Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, proposed delivery, and per provisions: L&M Proc Note 215-9C09, L&M Proc Note 211-9051, and L&M Proc Note L22. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer. The Estimated contract maximum will be $1,338,885.66. Unit of Issue: EA The Small Business size standard is 500 employees. This proposed procurement includes a family group of items within the Federal Supply Class 4820 – (Valves, Nonpowered). This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1).
