This is an amendment to a solicitation for fuel bunkering services at commercial ports, updating the evaluation criteria. The contract will be awarded to the lowest-priced, technically acceptable offeror, with technical capability and price being of equal importance. To be technically acceptable, an offeror must meet all minimum requirements, including submitting a Certificate of Analysis or Quality and a Commitment Letter demonstrating compliance with MIL-STD 1548H. Offers will be evaluated and awarded on a line-by-line item basis, and the government reserves the right to establish a competitive range and conduct pre-award surveys. The evaluation will consider both a base period and a potential 6-month extension option.
