There will be a specific question and answer period noted below. On or about May 10, 2022, the Government intends to issue a solicitation for Direct Delivery Fuel; Fuel Type is Diesel/DF2: NSN: 9140-00-286-5294. Delivery will be for the U.S. Consulate Erbil, Iraq. The solicitation will close on or about May 25, 2022. The solicitation will be open to all vendors capable of meeting the requirement. Project Description: Fuel requirement for DF2 will be for approximately 253,596 USG with an estimated expected fuel delivery of 21,133 USG per month. In addition, the information below is provided to obtain responsible sources capable of meeting the requirement of the solicitation. Vendors will be expected to provide a copy, when solicitation is released, of the following information: 1. Certificate of Quality (Example attached) 2. License to Deliver Fuel 3. Business License Additional Requirement for this solicitation when posted: Vendor(s) SHALL be registered in the System for Award Management (SAM) at www.SAM .gov Vendor(s) SHALL fully register in the Joint Contingency Contracting System (JCCS) Next Generation (NG) at https://www.jccs.gov/jccscoe/. The vendor is prompted to provide all the above documents when completing the JCCS profile and questionnaires. Host Nation Business License Host Nation Specialty License (if applicable) Article of Association or Letters of Incorporation for the Company Tax Identification Certificate/Tax Clearance Letter Financial Documents P&L Balance Sheet Bank Statement Rental Agreement (if applicable) Current and valid photo identification of all owners, directors, and key personnel (referred to as KMP in the questionnaire) Complete the Company Questionnaire (in JCCS) for CENTCOM Eligibility Provide DUNS number or CAGE/NCAGE Code Upon release of Solicitation, all offerors and subcontractors are required to be registered and approved in JCCS at the time your offer is submitted. Offerors are required to submit their JCCS registration number with their offer for themselves and proposed subcontractors at the time of their offer. Consideration for award will not be made to any vendor and/or subcontractors not registered and approved in JCCS. If you’re a vendor considering submission of a proposal on this requirement, it is suggested you begin registration processes as soon as possible. Three (3) User Guides are attached for your convenience in navigating the JCCS registration process. A DRAFT copy of the Solictation has been added. This is a DRAFT ONLY. NO RFPs will be accepted at this time. The official RFP will be posted at a later date as previously stated. The Government is allowing a question and answer period to allow vendors to submit their questions to the POCs on this notice. You may submit questions directly to the emails provided from April 15, 2022 to April 22, 2022 close of business. Responses will be posted within a short period afterwards.
