UPDATE 7/24/20 This update is to address questions that have been received by offerors and also adds a MSDS requirement in addition to the COA/COQ requirement. Question: Should the deliverer have any special equipment with them to enable offloading? Be advised the vendor must bring NATO adapters in order to discharge fuel. MSDS/SDS ((Material) Safety Data Sheet) must be submitted with offer MSDS/SDS shall come from the same refinery as the COA/COQ In addition to DLAEnergyFEPCA@dla.mil, the vendor may CC sds@dla.mil as well Exception: MSDS/SDS is not necessary if vendor has submitted one for the refinery being used within the past 4 years To summarize below; to ensure the offer submitted is valid everything below must be submitted at time of offer, up to the close of competition, Tuesday July 28th, 2020 at 1pm EST (Fort Belvoir Time). Unit Price (all inclusive, Firm-Fixed) in USD MSDS/SDS - (Material) Safety Data Sheet from refinery being used for fuel type being offered COA/COQ - (Certificate of) Analysis/Quality from refinery being used for fuel type being offered. Solicitation is hereby extended through Tuesday July 28th, 2020 at 1pm EST (Fort Belvoir Time) A COA is now required with all quotes presented As a reminder all quotes shall be Fixed price, all-inclusive and in US Dollars. Also as a reminder DLA is exempt from paying Taxes (Refer to Item #5 below) Changes have been incorporated into original description below ______________________________________________________________________________________ 1. Your quotation is requested under the subject RFQ for the items listed below: 15,000 gallons of TURBINE FUEL, AVIATION, NSN: 9130-01-545-8464 (F34), to VARPALOTA, HUNGARY 2. Required Delivery Date: Monday August 03, 2020 through Monday August 31, 2020 * See Delivery Schedule below Special Instructions/Delivery Schedule: DELIVER 5,000 USG ON 03 AUG 2020 DELIVER 5,000 USG ON 17 AUG 2020 DELIVER 5,000 USG ON 31 AUG 2020 3. For the offer be valid, the contractor must include a COA/COQ and MSDS/SDS both form the refinery which fuel will be sourced at time of offer or before offer is closed. Certificate of Analysis or Certificate of Quality (Material) Safety Data sheet Exception: Not needed if Contractor has submitted the MSDS/SDS for this fuel type/refinery in previous 4 years 4. Prices will be in US Dollars per gallon, firm fixed price. Include all applicable taxes and other cost plus profit into your proposed price. *Note: The government will not assume any responsibility above the 10% variance authorized by the contract.* PLEASE NOTE: DoD installations and Federal Government facilitates have access control measures and procedures in place. You and your subcontractor are responsible for knowing and complying with all physical security measures and access control procedures on the DoD installation or Federal Government facility you are delivering to. Be aware that gaining access to a DoD installation or Federal Government facility can be a lengthy process. DLA Energy is not responsible for any delays at physical security check points and will not pay for any costs incurred as a results of delays at physical security check points. Quotes containing accelerated payment terms or additional fees/costs for delays caused at government physical security check points will not be considered. 5. *TAX AND FEE INFORMATION: Offerors are hereby notified that the United States is exempt from Hungary taxes. Offerors shall not include any Hungary taxes in their offer prices. Offerors are expected to know the relevant business procedures in the countries where fuel will be delivered. The winning offeror is expected to procure tax exemptions in a timely manner in order to meet the period of performance.* DLA Energy may require a vendor to sign the SF1449 prior to being offered this delivery. This would be sent by email and may have a response window of as little as two (2) hours. Upon request, the vendor must return the signed SF1449 by the deadline specified. If this is not returned by the specified deadline, DLA Energy reserves the right to offer this delivery to a different vendor. 6. Please see the attached narrative for additional information. 7.
