National Stock Number (NSN): 9140-01-456-2020 (Electricity and Ancillary Services) North American Industry Classification System (NAICS) Code: 221112 (Other Electric Power Generation) Subject: New York 2025 Solicitation This is a solicitation for commercial items prepared in accordance with the Format in FAR Subpart 5.2, as supplemented with additional information. The Defense Logistics Agency Energy (DLA Energy) issues a solicitation SPE60425R0404 for the supply of electricity and any ancillary services to be delivered to various Department of Defense installations and Federal Civilian agency facilities located in the New York Independent System Operator (NYISO) market area. The Government is soliciting retail electricity offers for a 24-month base period beginning with the meter read date occurring in the month of December 2025 through the meter read date occurring in the month of December 2027. Additional requirements and/or any changes to the requirements may be executed by amendment. Accounts are located in the NYISO with a total annual estimated quantity of 204,464,350kWh’s. The awarded contract(s) will be Firm Fixed Price Requirements Type. The solicitation will be issued as a Request for Proposal. All responsible sources may submit a proposal, which shall be considered by the agency (DLA Energy). The solicitation will promote and provide for full and open competition, in accordance with FAR 6.1. As the solicitation is now released, all potential offerors are highly encouraged to submit for consideration any questions or comments to dlaenergy.eteam@dla.mil as early as possible prior to the offer due date/solicitation closing. All responsible sources are encouraged to submit a responsive and complete proposal. The proposed contract action is intended to be made to offeror(s), who, at the time of award, are on the approved list of Retail Electric Providers in the state in which the award(s) is/are to be made. No proposed award(s) will be made to offeror(s) who appear on the Office of Foreign Assets Control – Specially Designated National (SDN) List, the Industry & Security - Denied Persons List (DPL), Federal Awardee Performance and Integrity Information System (FAPIIS), and/or Excluded Parties List System (EPLS). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
