SRM ADVISORY AND TECHNICAL SUPPORT SERVICES Synopsis Defense Logistics Agency (DLA) Energy seeks consulting and technical support to advise and assist the Government as the Subject Matter Expert (SME) for strategic planning, risk assessment and mitigation, construction management, cost analysis, data management and analysis strategies, and senior program management. This support is required to enhance DLA’s Sustainment, Restoration & Modernization (SRM) program and current project management and tracking initiatives to meet emerging reporting and metrics requirements. In addition, SRM requires SMEs to aid the DLA Program Management Division in determining how to best leverage commercial techniques, incorporate the military construction agent’s project management tools to ensure all War Fighter mission requirements are quickly identified and met. All interested vendors must obtain a Commercial and Government Entity Code (CAGE Code) and must register in the System for Award Management (www.sam.gov). DLA Energy conducts business transactions through an electronic Enterprise Business System (EBS), which must be utilized to award contracts to vendors. Contractors must register to use various on-line systems including, but not limited to, the Procurement Integrated Enterprise Environment (https://piee.eb.mil/) Suite. These registrations must be accomplished to be considered for award. These systems cover receiving electronic orders, invoicing, and payment/payment status. System registrations are free for all users. Interested vendors should respond to the request for quotes correlated to this synopsis to be posted on or around May 9th, 2022. An official solicitation number will be established when the request for quotes is posted. Request for Information/Sources Sought Notice for Strategic Advisory and Technical Support Services Synopsis: Purpose of the RFI: DLA Energy is seeking capability information from interested parties who can meet the requirements as defined in the attached Draft Performance Work Statement (PWS). DLA Energy invites responsible sources to respond to this RFI that have the capability to meet these requirements as a prime contractor at a fair and reasonable price and have an interest to propose on any subsequent procurement. The DLA Energy, Consulting Services Contracts (DLA Energy -FEAAB) requests information concerning the availability of any and all capable contractors to conduct Strategic Advisory and Technical Support Services for DLA Energy as described in the draft PWS, attached. Responses to this notice will assist the Government to understand industry interest and capabilities, to further refine the requirement and to determine the acquisition / socio-economic strategy. An RFI response will not give preference to any company, obligate the Government to a set-aside or be used as an offer/quote upon release of a related RFQ. Response to this request is not a requirement to submit offers on future RFQs. Proposed Contract Structure: The anticipated period of performance is one (1) 12-month base period with four (4) 12- month option periods. The anticipated contract type is Firm Fixed Price. Relevant Experience: Provide a capabilities statement specifically detailing your firm’s experience and qualifications related to the scope of the PWS. Provide a performance history of 1-3 projects of similar scope, completed within the last five years. Questions: Is there any additional information which may be helpful in understanding this requirement? Are there any aspects of this requirement that prevent your company from submitting a proposal? Response format: All responses must be in PDF format and shall contain no cost or pricing information. Response files shall not exceed 10MB. The draft PWS describes only the scope of services currently contemplated and may vary from the scope in a final PWS included in any subsequent RFQ.
