DLA Energy seeks proposals for fuels operations and management—including bulk storage, retail service station support, aircraft services, and full fuels management—at Government-Owned, Contractor-Operated facilities at Malmstrom AFB, MT and FE Warren AFB, WY. The contractor will handle safe receipt, storage, transfer, issue, quality control, inventory accountability, maintenance of facilities/systems/vehicles/equipment, environmental/safety/security compliance, training, and 24/7 ground fuel support. This procurement is 100% restricted to SBA-certified Service-Disabled Veteran-Owned Small Businesses under NAICS 493190, and the Government anticipates awarding two firm-fixed-price contracts, with firms able to propose on one or both locations. The requirement includes a four-year base period from April 1, 2027 through March 31, 2031, a five-year option from April 1, 2031 through March 31, 2036, and an option to extend for up to six months from April 1, 2036 through September 30, 2036. Operations must support normal base operations, airshows, special events, deployments, exercises, and contingencies, including heightened security, inclement weather, or other unique situations.
