Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14)

This is a pre-solicitation notice for Government-Owned, Contractor-Operated (GOCO) aircraft and ground fuel services, including storage, distribution, and alongside refueling. The work will be performed at six Air Force bases: Ellsworth AFB, SD; Grand Forks AFB, ND; Hill AFB, UT; Minot AFB, ND; Mountain Home AFB, ID; and Nellis AFB, NV. The anticipated contract will have a four-year base period from October 2026 through September 2030, followed by a five-year option period and an option to extend for up to six months. The Defense Logistics Agency (DLA) – Energy anticipates awarding six separate firm-fixed-price contracts for full and open competition. The contractor will be responsible for all operations, maintenance, safety, security, environmental compliance, and 24/7 support for fuel services at these locations.
