The amount of information available for publication is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The procurement may be unrestricted and utilize full and open competition in accordance with FAR 6.1. However, in accordance with FAR 19.502-2 (b), the Contracting Officer may consider a total small business set-aside if market research suggests offers can be obtained from at least two responsible small business concerns at fair market prices. This is not a Request for Proposal (RFP), a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract. For reference purposes, this source sought notice is numbered SPE603-24-R-5X18. The Defense Logistics Agency (DLA) - Energy has a requirement to establish a proficiency testing program for DLA Energy and Military Service Petroleum Laboratories that will enable DLA Energy to improve and maintain a high level of performance in conducting routine ASTM International test methods and comparing their results with other laboratories worldwide. This correlation program includes responsibilities for petroleum product quantity procurement, sample preparation and packaging, CONUS and OCONUS distribution/shipping, statistical analysis of test data, and distribution of statistical summary reports. The laboratory correlation program shall be conducted in accordance with the essential principles and intent detailed in the International Organization for Standardization (ISO/IEC) 17043:2010, Conformity Assessment - General Requirements for Proficiency Testing. The North American Industry Classification System (NAICS) Code is 541380 and the size standard is $19.0 million. The period of performance is estimated to begin on the below dates. The expected period of performance is: May 1, 2025 - April 30, 2027 (two -year base period) May 1, 2027 - April 30, 2029 (two-year option period) May 1, 2029 – October 31, 2029 (Option to extend for no more than six-months) Interested parties may identify their capabilities by responding to this requirement. Responses are limited to 5 Pages. Interest parties may provide capability statement and answer the following capability questions. Can you acquire all the samples necessary for the lab correlation program (F24, Diesel Fuel, and Engine oil Lubricant)? Do you have a system in place to retrieve reports and data from your website? How long is the data stored on your servers? Can you create user profiles with varying degrees of admin privileges (e.g., can edit data, can only view data, etc.)? Do you have a system in place for users to enter data online? Can the vendor provide a product test report (CoQ, etc.) to the PTP program officer for each product being offered? What type of statistical data will be reported with the participant (numeric and nonnumerical) results in the official PTP report? (i.e., mean, median, std. dev., 2-sigma, 3-sigma, r, R, precision, mode, etc.) What calculation/statistical tool will be used to validate data, identify and/or discard outliers? How many other labs are participating currently in your Proficiency testing program? Do you have the capability to ship samples (CONUS and OCONUS)? Are you subcontracting the shipping capability out? If so, who is your subcontractor? Can you store retain samples? If so, how much retain are you storing and for how long? Do you have a system in place to track sample shipment and reship samples in case of lost samples? Can you carry out all the ASTM test methods for each specific sample (F24, Diesel Fuel, and Engine Oil Lubricant)? What methods are you not able to perform? Do you have ISO/IEC 17043: 2010 Conformity Assessment - General Requirements for Proficiency Testing, by the American Association for Laboratory Accreditation? Any information provided by industry to the Government because of this notice is voluntary. The Government will not pay for any information submitted in response to this notice no later than 1:00PM Eastern Time (ET) on September 25,2024. Responses will be accepted via email only.
