A solicitation will be issued to acquire laboratory testing services in multiple locations across the Middle East Gulf region in the following countries: Kuwait, United Arab Emirates (UAE), Qatar, Jordan, Bahrain, Iraq and Oman. All testing shall be performed in accordance with approved DLA Energy test methods listed in MIL-STD-3004. Testing of U.S. Government-owned fuel products is required 24 hours per day, 7 days per week (including holidays). The contractor shall perform testing in accordance with specific turnaround times. If multiple locations are proposed, each facility must be capable of performing all tests in accordance with the Government’s specifications. The performance is for a two (2) base year and one (1) two-year option period of April 1, 2022, through March 31, 2026 with an option to extend for 6-months. The solicitation will be issued on or about September 23, 2021 with an Request for Proposal (RFP) closing date 30 days later. This procurement will be a full and open competition. The solicitation will be published electronically on the beta.SAM.gov website. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
