Source Sought Notice: DFSP San Pedro –Environmental Remediation Services. In accordance with FAR 6.302-1(d) and FAR 5.201, the Defense Logistics Agency (DLA) Energy, Bulk Petroleum Supply Chain Services, Environmental Services Branch (FESDA) is posting this sources sought notice. FESDA is considering award of a sole source fixed-price modification to the Source Group, Inc. for environmental remediation services at Defense Fuel Support Point (DFSP) San Pedro in California and the anticipated period of performance for the tasks listed below is two months (1 Sep 2020 through 31 Oct 2020). This notice is for market research purposes and all responsible sources are encouraged to submit a capability statement in writing to Clare.Sanchez@dla.mil which shall be considered by the agency. No solicitation is being issued at this time. Capability statements shall not exceed 5 pages and must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. Any information submitted in response to this notice is voluntary. The Government will not pay for any information submitted in response to this notice. Contractor responsibilities include: TASK 1: ADMINISTRATION AREA Operations and Maintenance Conduct O&M tasks associated with the Administration Area Remediation System in accordance with permit requirements, approved plans, and equipment O&M schedules through October 31, 2020. This work will include monitoring and sampling and preparation and distribution of reporting as required by the South Coast Air Quality Management District (SCAQMD) permit and Los Angeles Regional Water Quality Control Board (LARWQCB) directives. Major elements of the O&M of the system will include: Monitoring and adjusting vacuum and flow rates of the vapor extraction system and individual wells Monitoring and adjusting the pressure and air flow of the air sparging system Inspection of all system components for leaks Replacing all filters (particulate, etc.) per manufacturers requirements, and Inspection and regulator maintenance of the air compressor and air injection blower. Additionally, Contractor will conduct: Weekly, monthly, and regularly scheduled O&M tasks as outlined in the O&M manuals. Permit compliance tasks Performing system optimization in conjunction with site O&M activities TASK 2: ADMINISTRATION AREA PERMITTING/REPORTING Prepare & submit all required permits, permit updates, and permit-required reports for the SCA treatment system through October 31, 2020 or until permitted activities cease. Contractor shall maintain summary and track necessary permit changes and reporting requirements. Contractor will prepare and distribute reports as required by the SCAQMD permit, WDR permit, and Los Angeles Regional Water Quality Control Board (LARWQCB) directives. TASK 3: SOUTH CONTROL AREA/PUMP HOUSE AREA O&M Conduct O&M tasks in accordance with permit requirements, approved plans, and equipment O&M schedules through October 31, 2020. The DFSP San Pedro system combines vapor extraction, groundwater and product recovery, and bioventing technologies. Contractor shall include 2 months of operation at current levels and include stockpile management through October 31, 2020. Contractor shall continue to evaluate methods to control government costs to maintain system optimal operation status while ensuring compliance with permit and regulatory requirements as well as federal, state, local, and DOD laws and policies. Major elements of the O&M of the system include: Monitoring and adjusting vacuum and flow rates of the vapor extraction system and individual wells Monitoring and adjusting extraction rates at the individual groundwater extraction wells Monitoring of the pressure and air flow of the bioventing system Monitoring groundwater and product levels monthly in the site recovery wells Monitoring liquid levels in all system tanks Inspection of all system components for leaks Replacing all filters (bag, particulate, etc.) per manufacturers requirements, and Inspection and regulator maintenance of the air compressor and air injection blower. Additionally, Contractor will conduct: Weekly, monthly, and regularly scheduled O&M tasks as outlined in the O&M manuals. Permit compliance tasks Performing system optimization in conjunction with site O&M activities TASK 4: South Control Remediation System - Quarterly WDR Sampling Prepare & submit all required permits, permit updates, and permit-required reports for the SCA treatment system through October 31, 2020 or until permitted activities cease. Contractor shall maintain summary and track necessary permit changes and reporting requirements. Contractor will prepare and distribute reports as required by the SCAQMD permit, WDR permit, and Los Angeles Regional Water Quality Control Board (LARWQCB) directives. Conduct quarterly sampling and provide analytical analyses of vapor and groundwater samples in the SCA area. Sampling and analyses should be in accordance with the Waste Discharge Requirement (WDR) permit R4-2002-0031 (Series No. 90-17) dated March 17, 2003. Synoptic gauging event for 10 wells. Analyze total petroleum hydrocarbons (TPH) as gasoline and TPH as diesel by EPA Method 8015M, volatile organic compounds, including benzene, toluene, ethylbenzene, and xylenes (BTEX) by EPA Method 8260, Oil and Grease EPA Method 5520B, dissolved oxygen and pH. TASK 5: DATABASE MANAGEMENT Update and maintain the project database using Locus Technologies. Contractor shall ensure all deliverables and supporting data records are maintained for currency and can be made available upon request of the CO or COR. TASK 6: TANK FARM QUARTERLY FREE PRODUCT GAUGING, RECOVERY, AND DISPOSAL Conduct quarterly tank farm gauging of wells that currently or historically have contained free product. This quarterly gauging of wells will be used to determine which wells will require product recovery and disposal. Groundwater and liquid hydrocarbon (product) level measurements for each gauging event will be recorded and tabulated. Results of the quarterly gauging will be incorporated into the annual groundwater monitoring report. Contractor will remove accumulated product from wells containing detectable thicknesses of free product. Contractor will identify in their proposal which wells continue to be productive (or have potential for recovery) and the recommended frequency(ies) of product removal. Contractor and COR must continue product removal and assess productivity to identify changes based on ongoing remediation and environmental conditions. The Contractor shall prepare an annual summary report of work completed at the conclusion of LNAPL recovery. This report will include product recovery volumes with graphs to provide a record of product removed and to allow an evaluation of any data trends. TASK 7: MONITORING WELL GAUGING AND SAMPLING Purge and sample designated monitoring wells in accordance with the Site-Wide Sampling and Analysis Plan (SAP) for the Defense Fuel Support Point San Pedro. Groundwater purged from the wells using a vacuum truck and/or submersible pumps will be transported to the South Control remediation system for treatment prior to disposal. Groundwater sample analysis shall include total petroleum hydrocarbons (TPH) as gasoline and TPH as diesel by EPA Method 8015M, volatile organic compounds, including benzene, toluene, ethylbenzene, and xylenes (BTEX) by EPA Method 8260, and select wells will be analyzed for Oil and Grease EPA 1664. TASK 8: SEMI-ANNUAL GROUNDWATER MONITORING REPORT AND SAP REVISION. Prepare Semi-Annual Groundwater Monitoring Reports summarizing the results of each of two groundwater monitoring events. Prepare a revision to the Site-Wide Sampling and Analysis Plan for the Defense Fuel Support Point San Pedro to document changes to the groundwater monitoring well network and changes in groundwater monitoring procedures, as necessary. The Contractor shall provide draft, draft-final, and final versions of Deliverables. TASK 9: PROCESS UTILITY PAYMENTS Contractor to receive, review, pay, and document status of utility account balance for utilities utility accounts at DFSP San Pedro. Assume an average level of effort of four hours per month for the processing of utility payments. TASK 10: CARETAKER Contractor is to provide all materials, labor, & service to perform the following tasks: 1) Perform offsite pipeline surveillance and rectifier/cathode/valve inspections; 2) Perform grounds maintenance for the DFSP including mowing, pruning, fence repair, trash collection, and disposal; 3) General facility repairs and maintenance, and 4) Pay utility invoices. The contractor shall provide a tentative schedule of deliverables and field actions in the proposal. 10A: DFSP Environmental Protection. The contractor shall comply with all Federal and State environmental laws and regulations including Department of Defense and Installation specific requirements. Tasks include compliance with the Environmental, Safety, and occupational Health Management System, permit compliance, environmental plans compliance, conducting environmental inspections, conducting spill responses, compliance in handling of hazardous materials, hazardous waste, and universal waste, compliance with installation procedures for work in environmentally sensitive areas, participation in Government led compliance assessments and regulatory inspections, performing pest management, and compliance with Department of Transportation regulations concerning offsite pipeline to include line riding, inspections, and participation in associated plans and programs. 10B: Grounds Maintenance. The contractor shall provide all labor tools, materials, supplies, equipment, and management necessary to provide ground maintenance services within terminal areas designated to include the DFSP San Pedro Main Terminal and Pier 12. Maintenance services shall be performed in accordance with all Federal, State and Local laws and regulations, the Installation’s Natural Resource Management Plan and associated Biological Opinions. Grounds maintenance tasks shall include mowing, tree and shrub trimming, maintenance of fencing, and trash collection. All grounds maintenance work must be coordinated with the DLA Installation Operations Energy Environmental Specialist before starting work. Task 10C: Maintenance and Repairs. The contractor shall provide all labor tools, materials, supplies, equipment, and management necessary to inspect the terminal monthly to identify maintenance and repair needs. This includes contractor initiated maintenance and repair, government initiated maintenance and repair, preventative building maintenance, minor painting and spot painting, emergency generator/diesel engine – air emission compliance and maintenance, and cathodic protection system maintenance. Task 10D: Utility Invoices. The Contractor shall pay all utility invoices on behalf of the Government. Payment of utility invoices shall include utility invoices associated with Caretaker activities at the Main Terminal and Marine Terminal as wells as electricity and natural gas used for operation of remediation systems in the Tank Farm Area, excluding operation of the seven thermal remediation systems. Reimbursement shall be provided for the prime Contractor’s allowable, allocable and reasonable direct cost of any subcontracts for utilities. This includes the following fees and taxes incurred by Contractor as a result of processing payments under this task: Liability insurance premiums due to increased gross revenues City of Los Angeles business tax associated fees Bank processing fees. No additional indirect/overhead costs or fee will be reimbursed.
