The Defense Logistics Agency - Energy is issuing a Request for Proposal (RFP/Solicitation) for Government –Owned Contractor Operated (GOCO) bulk storage at Tyndall Air Force Base, Florida. Bulk Storage operations shall be performed using best commercial practices and guidelines in accordance with (IAW) all applicable Local, State and Federal regulations. The Contractor shall furnish all personnel, equipment, and/or material necessary for providing these services. Services includes operating, maintaining, managing, and providing fuel services for all fuel facilities, related structures, and property. This procurement will be a 100% Service-Disabled Veteran-Owned Small Business Set-Aside, under NAICS 493190 (Other Warehouse and Storage) with a size standard of $30 million dollars. The Government anticipates awarding one firm-fixed price contract from this solicitation. The period of performance is September 1, 2021 through August 31, 2025 for a four-year base period and one five-year option period from September 1, 2025 through August 31, 2030 in accordance with (IAW) FAR 52.217-9. Additionally, the option to extend, not to exceed six months, will be included IAW FAR 52.217-8. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). A pre-proposal conference will be held on January 8, 2021. Interested companies responding to the solicitation will be required to register in the System for Award Management (beta.SAM) and Procurement Integrated Enterprise Environment (PIEE) formally Wide Area Workflow (WAWF).
