This is a Sources Sought Notice for market research on a Bulk Fuel requirement for DLA Energy’s Inland/East/Gulf Coast/Offshore purchase program, with performance located in the United States. The government anticipates awarding Indefinite Delivery/Indefinite Quantity, Fixed Price with Economic Price Adjustment contracts, with an ordering period through March 31, 2028, and a delivery period from April 1, 2027, to March 31, 2028. The estimated annual bulk requirements include 1,000,000 USG of JP8, 303,146,000 USG of JP5, 1,232,584,000 USG of JAA, and 219,404,000 USG of F76, with delivery via tanker, barge, truck, railcar, and/or pipeline. A pre-proposal conference is tentatively scheduled for June 30, 2026, and responses to this notice are due by May 21, 2026.
