DLA Energy is conducting a Sources Sought Notice for market research on bulk petroleum products under the Rocky Mountain/West Coast/Offshore Program, covering estimated annual quantities of JP5, Jet A, JA1, and F76 that must meet specified military/ASTM standards. DLA Energy seeks to increase small business participation, with an estimated 11% of fuel quantity set aside for small business concerns, though the percentage may change. If awards are made, the Government anticipates IDIQ, fixed-price-with-economic-price-adjustment contracts with an ordering period from award through September 30, 2028, and an anticipated delivery period of October 1, 2027, through September 30, 2028, plus a 30-day carryover. Delivery methods may include tanker, barge, truck, rail car, and/or pipeline, and the solicitation will be available on SAM.gov with mandatory use of the Bulk Offer Entry Tool. A draft solicitation may be posted around December 2026, followed by a synopsis and solicitation around January 2027.
