Western Pacific Bulk Fuels Purchase Program (WESTPAC )
The preproposal conference will be held virtually on April 16, 2026, from 9:30–11:30 AM ET, with agenda and slides posted on SAM.gov on or before April 15, 2026. The WESTPAC Purchase Program covers annual bulk petroleum requirements (F76, JP5, and JA1 with additives) for the Western Pacific and Middle East Regions, with delivery via tanker, barge, tanker truck, railcar, and pipeline. Estimated quantities include 207.67 million gallons of F76, 137.574 million gallons of JP5, and 266.39 million gallons of JA1. There are no small business set-asides, and the procurement uses a phased selection process where offerors must be a refiner/manufacturer, provide a Letter of Supply Commitment, or have held a DLA Energy Bulk Petroleum Products contract within the past three years. Offerors failing Phase 1 will be notified and will not have an opportunity to revise or negotiate their proposals.
