This procurement covers the annual bulk purchase of F76, JP5, and JA1 fuels for delivery to the Western Pacific and Middle East regions. The estimated quantities are 178,617,000 USG of F76, 96,924,000 USG of JP5, and 175,790,000 USG of JA1. The delivery period for all fuels is from January 1, 2027, through December 31, 2027. The selection process has a strict initial phase requiring offerors to be a refiner, provide a qualifying Letter of Supply Commitment, or have held a relevant DLA Energy contract within the past three years. Delivery will be via multiple modes including tanker, barge, and pipeline, but FOB destination tanker offers are not accepted.
