This is the synopsis for the annual bulk fuel procurement for the Inland/East/Gulf Coast/Offshore (IEG) purchase program. A Sources Sought Notice for this requirement was previously publicized on May 9, 2023. The NAICS code for this procurement is 324110. The fuel procured from this buy will cover various locations in the Inland/East/Gulf Coast/Offshore region of the United States. The ordering period is the date of award through March 31, 2025. The delivery period is April 1, 2024 through March 31, 2025 with a 30-day carryover. The methods of delivery will be tanker, barge, truck, railcar, and/or pipeline, both FOB Origin and Destination, depending on the specific requirement and location. This procurement will utilize full and open competition in accordance with (IAW) FAR 6.1, full and open competition after exclusions of sources IAW FAR 6.2, and other than full and open competition IAW FAR 6.3. The total estimated quantities are as follows: Fuel, Naval Distillate, F76 (NSN 9140-00-273-2379): 146,425,500 USG Turbine Fuel Aviation, JAA (NSN 9130-00-359-2026): 857,766,444 USG Turbine Fuel Aviation, JP5 (NSN 9130-00-273-2379): 212,758,093 USG Turbine Fuel Aviation, JP8 (NSN 9130-01-031-5816): 15,000 USG The products must conform to the following specifications: F76: MIL-DTL-16884P JAA: ASTM D-1655-22A JP5: MIL-DTL-5624W JP8: MIL-DTL-83133K If the company is a designated small business in accordance with FAR 52.212-1, please remember to make sure the company's System for Award Management (SAM) designation is correct in the database. This solicitation will be available on the World Wide Web https://www.sam.gov in mid June. Please be advised that a hard copy of the solicitation will not be available. DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement. The usage of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449). All responsible sources may submit a proposal which shall be considered.
