This is a combined synopsis/solicitation for commercial items prepared in accordance with th e format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offers are due January 20, 2022. The solicitation (RFP SPE602-22-R-0704) is being issued as a Request for Proposal. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-03, effective 01-01-2022. This procurement is unrestricted. The applicable North American Industry Classification Standard Code is 324110, Petroleum Refining and to qualify as small for purposes of Government procurement, the petroleum refiner, including its affiliates, must be a concern that has either no more than 1,500 employees or no more than 200,000 barrels per calendar day total Operable Atmospheric Crude Oil Distillation capacity. The award will be in accordance with FAR part 13. The solicitation will result in a Indefinite Delivery/Indefinite Quantity, Fixed Price with Economic Price Adjustment contract. The period of performance is February 1, 2022 – March 31, 2022. Proposals will be evaluated on a Lowest Price Technically Acceptable basis. The solicitation is for Inland/East/Gulf Coast/Offshore (IEG) Program 2.2a: Minot Turbine Fuel, Aviation, Jet A (NSN: 9130-00-359-2026) ASTM D1655, FOB Destination Tank Truck to Minot AFB, ND. The total estimated requirement is 2M USG. Period of Performance is February 1, 2022 – March 31, 2022.
