Are there any details for Erbil? Do we still have to provide the storage facilities as well as the tools as described in the tender? Government Response: In accordance with Statement of Objective (SOO), the Government is seeking a vendor within United Arab Emirates (UAE) to provide Aerospace Energy products and related services, requires the filling, inspection, general maintenance, repair, marking, storage and disposal of bulk gaseous helium containers. In addition, this requirement is FOB Origin, and the Government shall be responsible for the shipping of helium containers into Erbil, Iraq and Camp Lemonnier, Djibouti. b. Given the large geographical distance of the 2 areas would you consider splitting the contract into 2 areas Erbil and/Or Djibouti? Government Response: No, the Government will not consider splitting the requirement, in accordance with Statement of Objective (SOO), the Government is seeking a vendor within United Arab Emirates (UAE) to provide Aerospace Energy products and related services, requires the filling, inspection, general maintenance, repair, marking, storage and disposal of bulk gaseous helium containers. This requirement is for the delivery of Bulk Gaseous Helium, NSN: 9135-01-525-1620, Type I, Grade A, of MIL-PRF-27407D, dated 01 Aug 2014, on an f.o.b Origin basis into Customer-provided compressed gas tube bank trailers, International Organization for Standardization (ISO) tube module containers, and/or High Pressure Cylinder Assemblies (HPCAs) in support of customer locations Outside Continental United States (OCONUS), specifically, but not limited to the following Middle East locations: Iraq and Djibouti. The requirement includes associated services such as Monthly Equipment Storage, Evacuation and Purge of Cylinders, Drums, Containers; General Repairs and Maintenance (Less than $500.00) use of a crane to load/unload, and other associated services. 1. Estimated product quantity for Camp Lemonnier, Djibouti is: 3,600 CZ (approximately 1,200 CZ per year). 2. Estimated product quantity for PTDS Erbil, Iraq is: 85,000 CZ (approximately 28,333 CZ per year). Note: CZ represents Cubic Meter. The anticipated period of Period of Performance (PoP): 20 SEP 2022 - 19 SEP 2025? The Government intends to award a Single Award, Firm Fixed Price, Requirements type contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition Procedures. Award of this requirement will be made to the Offeror determined to be the Best Value to the Government, using Lowest Price Technically Acceptable Source Selection Procedures. The RFP will be issued under this notice on or about 20 April 2022 and will be posted to the SAM web page (https://sam.gov). The anticipated closing date is anticipated to be 30 days after the issuance of the RFP.
