REQUEST FOR INFORMATION – GASEOUS HYDROGEN 24 JANUARY 2022 INTRODUCTION: This is a Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy-FEM - San Antonio, Texas. This is NOT a solicitation for proposals. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future procurement. This notice issued by DLA Energy, is to identify potential sources, and solicits industry to express their capability and interest to provide all product, materials, supplies, management, tools, equipment, transportation and labor necessary for the delivery of products f.o.b. Origin into Government provided tube trailers to and from location on Warner Robins AFB, GA. Specification Requirements: 1. PRODUCT SPECIFICATION AND TESTINGREQUIREMENTS: 1.1. Gaseous Hydrogen, GH2 (NSN: 6830-01-653-4745) shall conform to the requirements of Grade B, Type 1 of specification BB-H-886E dated 24 February 2011. 1.2. In addition to the reports required elsewhere within this contract, one copy of the Certificate of Analysis (COA) for each sample required by the specification shall be submitted by the Contractor as an attachment to Wide Area Workflow (WAWF) invoice. In addition, the Contractor shall include a copy of COA to accompany each delivery to be provided to acceptor at delivery destination. 2. PRODUCT DELIVERY: 2.1. Product shall be delivered within 7 calendar days after receipt of an order from the appointed Delivery Scheduler. Expedited or emergency delivery requests shall be delivered within 3 calendar days of receipt of an order. 2.2. Deliveries are accepted Monday – Friday, excluding holidays from 0700-1530. 3. DESCRIPTION OF GOVERNMENT-OWNED GH2 TUBE TRAILER: GH2 shall be delivered into the following Government-owned storage vessels of the type and configuration listed below. Tube Capacity in Square Cubic Feet *MAWP 38 Tube Trailer (GT-163) 51,645.60 scf 2,400 psig *Maximum Allowable Working Pressure 4. GOVERNMENT TUBE TRAILERS: Prior to initial fill, the Contractor shall evacuate/purge Government owned trailers to ensure delivery of on specification product. 4.1 If the Contractor determines that filling on top of this residual heel would result in off-specification product offered for delivery, the Contractor shall notify the Contracting Officer. The Contractor may then be required to evacuate the tube trailer and purge with nitrogen until the tube trailer is suitable for loading. 5. MISCELLANEOUS REPAIRS: It is the Government’s intent that each tube trailer sent to the Contractor’s facility will be in a roadworthy and serviceable condition upon arrival. However, there may be occasions when the tube trailer may arrive and require minor repairs to keep it roadworthy and/or serviceable. In that event, the Contractor shall advise the DLA Energy CO via e-mail or in writing of the required repairs, cost, and of their ability to perform them. The Contractor shall not begin the repairs until the DLA Energy CO approves through the issuance of a Delivery Order (DO). At the Government’s option, a U.S. Government Representative may perform source contract quality inspection of the repairs. 6. METHOD OF MEASUREMENT: Quantity determination shall be performed by the Contractor using calibrated weight scales or a calibrated flow meter. Unit of issue for GH2 shall be MC (Thousand Standard Cubic Feet) for all documentation. 7. INSPECTION AND ACCEPTANCE: Inspection for quality shall be performed at origin. Acceptance of product shall be performed at destination. Contractor shall obtain customer signature for delivery at each location for acceptance of quantity. A copy of the signed quantity acceptance document must be attached to the WAWF invoice submittal for payment. 8. SECURITY REQUIREMENTS: Delivery personnel shall be U.S. citizens. In addition, delivery personnel must possess a state or federally issued photo ID that displays the driver’s full name and date of birth. Deliveries to Military installations will require delivery personnel provide social security number and be subjected to background checks. Driver may also be required to provide proof of insurance and vehicle registration. Some locations will require delivery personnel be escorted while making deliveries. All delivery vehicles are subject to search by security personnel prior to accessing delivery location and while on each facility. Anticipated Period of Performance: This potential requirement has an estimated 10-month period of performance. If requirement develops, the starting period of performance is June 2022. Capability Statement: Interested qualified organizations should SUBMIT a capability statement for this requirement. Statements should include an indication of current business size and a list of available ancillary services available. Services the Government would be interested in getting capabilities information from interested suppliers include: a. Capability to fully meet the Gaseous Hydrogen specifications. If there are parts of the specification that your company cannot meet, please list them. b. Capability to perform all the sampling/testing requirements listed in the specifications. If there are sampling/testing that your company cannot perform, please list them. c. Capability and willingness to allow government quality assurance inspectors access to supplier production/load-out plant to conduct quality assurance assessments as needed. d. Capability for a potential Federal Government Contract, your company must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/SAM Is your company registered in SAM, and if so, what is your company's cage code and Duns #. If your company is not currently registered in SAM, would you be willing to register in the SAM system?
