This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The proposed solicitation number is SPE5B1-20-Q-0001 and is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. DLA Troop Support Europe and Africa plans to solicit and competitively award a single, firm-fixed-price, indefinite delivery purchase order for ready-to-use lavatory fluid. The minimum purchase amount is 15,000 liters. Delivery of fluid shall be made 45 days after receipt of order to Rota, Spain. The purchase order will have a three-year ordering period. The Government does not intend to include option years. The provisions at 52.212-1, Instructions to Offerors – Commercial, and at 52.212-2, Evaluation – Commercial Items, applies to this acquisition and can be found in the solicitation documents. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with its quote. The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition; addenda to this clause can be found in the solicitation documents. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition; additional FAR clauses, cited in the clause and applicable to this acquisition, can be found within the solicitation documents. This requirement is unrestricted and will be solicited and awarded using FAR Parts 12 and 13. The solicitation document will be posted on beta.sam.gov, on or after April 1, 2020. The solicitation will not be available prior to release on beta.sam.gov. Interested sources should self-register on beta.sam.gov for notifications regarding Solicitation SPE5B1-20-Q-0001.
