This agency proposes to issue a solicitation for a sole source contract for a proprietary forecasting and analysis tool to include supply chain management consisting of supply support, demand/planning forecasting, material management, engineering support and sustainment elements, packaging, storage/warehousing, reliability improvements, and field customer service/engineering support of the TF33 Engine manufactured by Pratt & Whitney, and the associated TF33 Bill of Materials (BOM) of 9,594 DLA-managed Consumable parts and USAF-managed Depot Level Reparable (DLR) parts to support United States Air Force (USAF) customers. Attachment 1 represents the TF33 BOM of 9,594 parts that align with the scope of the proposed sole source contract for the proprietary forecasting and analysis tool. If other parts are subsequently identified for association with this contract action, they will be synopsized separately. This acquisition is intended to be awarded on a sole source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source solicitation will be issued to the TF33 Engine Original Equipment Manufacturer (OEM), Pratt & Whitney, a Raytheon Technologies Corporation, CAGEs 52661/77445. It is the Government’s intent to use a letter solicitation format to Pratt & Whitney; therefore, if any non-OEM source is interested, please notify the Contracting Officer prior to the synopsis closing date. The proposed contract for the forecasting and analysis tool is anticipated to be a 12-month Requirements-type, Firm Fixed Price Contract. This is proposed to be a FAR 15 effort. Letters expressing interest in subcontracting provided to the Contracting Officer will be forwarded to the identified OEM. Responses to this announcement from other than the OEM should include evidence of ability to support the effort. A copy of the letter of interest should be forwarded to the Contracting Officer identified herein and SBA PCR (michael.massello@sba.gov).
