DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Lockheed Martin, via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board Systems (DIBBS). A copy of this solicitation may only be available to requesters by contacting the Point of Contract (POC) for this notice directly. The agency intends to award a subsumable contract in accordance with the general terms and conditions for the Lockheed Martin Captains of Industry (COI) Supplier Capability Contract (SCC) SPE4AX-22-D-9000. The letter RFP will be issued for the purpose of acquiring performance-based holistic support which includes supply support, demand/planning forecasting, material management, engineering support and sustainment elements, packaging, storage/warehousing, reliability improvements, and field customer service/engineering support of the C-130 weapon system manufactured by Lockheed Martin, and the associated C-130 Bill of Materials (BOM) of DLA managed consumable parts. This solicitation is for award of a Firm Fixed Price Requirements – Type contract with Prospective Price Redetermination. The term will be one five-year base period with a single, five-year option period. The total duration (base plus option period) shall not exceed ten years. The estimated solicitation issue date is April 14, 2023 with an estimated closing date of June 1, 2023.
