The Defense Logistics Agency (DLA) Aviation is issuing this Sources Sought Notice as a means of conducting market research to determine if other companies, besides Northrop Grumman, are capable of manufacturing (or legitimately obtaining) the items listed in the attached workbook, as well as planning/forecasting demand for these items under a Price Pending (PP) type of contract vehicle. The attached parts are currently Sole Source to Northrop Grumman. The proposed contract action is for PP support for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by the Sources Sought response date will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government requires that only non-proprietary information be submitted in response to this Sources Sought Notice. The Government shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted. Responses are required no later than 29 July 2022 Respondents shall provide the following company information: Company name/Address Cage Code DUNS Number Point of Contact Phone/fax Number Email Address Web Page URL Size of Business relative to NAICS Code (Small Business Size Standard employees or less), and the socio-economic category of your company if applicable. U.S. or Foreign Owned Entity Please indicate whether your interest is as a prime contractor or as a subcontractor Respondents must address: Their capability to satisfy the objectives listed above for all items listed in the attachment, and indicate what prior experience they have on efforts that are similar in nature and scope and what prior experience they have with the attached items Willingness to provide up front pricing for all items in the attached workbook for a minimum of five years Responses to this Sources Sought Notice must be readable by Microsoft Office or Adobe software. Response this Sources Sought Notice shall be unclassified and not exceed 20 pages in length. Please note: emails containing file types such as .zip, .xlsx, docx, or other macro-enabled extension, may not be delivered to the intended recipient. All responses and questions under this Sources Sought Notice must be transmitted electronically to Andrew Davitt at Andrew.Davitt@dla.mil Prior to the response date, if necessary, potential respondents may request clarification by email. Significant responses to a potential respondent’s request for clarification will be posted to sam.gov under this Sources Sought Notice. It is the Government’s intent to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM); therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (tammy.birdsong@sba.gov). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
