This solicitation is for the negotiation and award of a Supplier Capabilities Contract (SCC) for sole source Honeywell commercial and non-commercial parts and associated supply chain management function support. The SCC will result in the award of a multiple year, Requirements Type Contract (“umbrella”) and multiple ordering instruments (“subsumable contracts”) which will be a Fixed Price with Prospective Price Redetermination contract with a 5-year base period and one 5-year option period for a potential duration of ten years. The resulting contract will be a terms and conditions umbrella contract, however, requirements will be for parts and services from Honeywell facilities, including but not limited to the following 14 CAGE codes: 99193, 70210, 59364, 64547, 94580, 07187, 0BFA5, 58960, 72914, 97896, 06848, 65507, 99866 and 55284. Separate subsumable contracts, will be established for the issuance of delivery orders against the basic umbrella contract. The intent of this contract and the resulting subsumable contracts is to provide support for a variety of customer requirements for parts and logistics support that are sole source for a maximum contract period of 10 years. Therefore, a holistic Statement of Work will be included in the resulting contract to support diverse acquisition strategies as needed by the customer, such as DLA Direct long-term contract strategies, Customer Direct long-term contract strategies, performance based programs, platform-based holistic support strategies, and any other parts support and associated supply chain management function support. The SCC will be a contract for items managed and procured by any DoD activity, including, but not limited to, DLA and the Military Services. The currently identified items support multiple weapons systems, including, but not limited to, C-130, F-15, FA-18, B-52, C-5, E-3, and P-3 aircraft; T55 and F100 engines; H-47 and H-53 helicopters. This contract will be a hybrid FAR part 12/FAR part 15 contract as commercial and non-commercial parts and services will be supported by the procurement. Since the basic contract will be a terms and conditions only contract, no NSNs will be included on the initial award. The award will include the add/delete clause and NSNs will be solicited, negotiated and added to the contract via modification after award of the basic terms and conditions. Separate synopses, tech certifications and Small Business Coordination will be completed for each group of NSNs to be solicited. Alternately, NSNs may be removed throughout the life of the contract should parts cease to be sole source.
