This is a Combined Synopsis and Solicitation Notice for commercial items prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Solicitation number SPE4AX-25-R-AMP1 is issued as a Request for Proposal (RFP). This agency proposes to acquire semi-annual maintenance services on the M2 Series 5 machine located at the US Army at Aviation and Missile Center (AvMC) facility in Redstone Arsenal, AL for a potential three years; and to acquire the manufacturing work instructions license for a potential three years. This requirement is Sole Source to Colibrium Additive, a GE Aerospace Company. The proposed action is intended to be awarded on a sole source basis to Colibrium Additive. The proposed services are intended for the addition to existing sole source contract SPE4AX-22-D-9403 (IAW FAR 6.302-1). It is the Government’s intent to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM); therefore, if any non-OEM source is interested in any of the services, please notify the Contracting Officer prior to the Combined Synopsis/Solicitation closing date. Responses to this announcement from other than the OEM should identify items of interest and include evidence of the ability to supply the items and/or services for the contract period as identified. In addition, respondents should identify quantity available (if applicable) and price. A copy of the letter of interest should be forwarded to the Contracting Officer identified herein.

SOURCE SOUGHT SYNOPSIS The DLA Aviation is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for M2 Series 5 machine maintenance and licensing. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811310. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
