The Defense Logistics Agency Aviation, Richmond VA is issuing this Request for Information (RFI) as a means of conducting market research. The purpose of this Sources Sought Notice is to conduct market research and to gauge potential industry interest in providing engineering support services relating to the T-55 engine. The Government seeks information that will be used as part of an analysis to determine the capabilities of available sources to meet this requirement. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in responses from businesses of all sizes. This notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or commitment by the Government. It is anticipated that this future contract will be a three-year requirements type long-term contract using FAR Part 15 acquisition procedures. This will be a solicitation for a services contract to provide Original Equipment Manufacturer (OEM) Liaison engineering support for the U.S. Army Aviation and Missile Command, Corpus Christi Army Depot (CCAD) and Combat Capabilities Development Command (CCDC), Systems Readiness Directorate. Contractor to provide engineering and technical support for CCAD/CCDC tasks including but not limited to T-55 engine design, overhaul, maintenance, repair, prototyping, and testing. Contractor will be required to provide one full-time resident engineer to be located on site at CCAD located at Corpus Christi, TX who will be responsible for performing all tasks indicated in the contract. The resident engineer will also be responsible for working with the contractor’s home office engineers in instances where additional assistance is needed. The on-site engineer will be required to have an engineering degree with 10 years minimum T-55 Engine, Systems and Components support experience. Travel may be required as part of contract performance. Do you possess all the necessary technical data to provide on-site engineering and technical support for this acquisition? Describe your capabilities & experience in performing on-site engineering support directly with a government customer on a government installation. Describe your firm's ability to obtain all proprietary engineering data to provide engineering support and sustainment elements, recommend reliability improvements, provide obsolescence management, make recommendations for Engineering Change Proposals (ECPs), ability to provide reverse engineering capabilities, and provide field engineering support? Describe the transition and implementation actions and timeframes your firm would identify/need to successfully execute the anticipated requirements of this acquisition. Please provide copies of any agreements your company may have regarding direct access to OEM drawings and engineering expertise.
