This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Solicitation number SPE4AX-23-R-9403-ADDS01 is issued as a Request for Proposal (RFP). This agency proposes to add NSN 2840-011829754 from FSC 2840 to an existing long-term Captains of Industry /sole source contract.The NSN and associated Part Number is listed in the attachment. These items have been identified as sole source. The proposed action is intended to be awarded on a sole source basis to CFM International at CAGE 58828. The proposed items are intended for addition to existing sole source Captains of Industry contract SPE4AX-17-D-9403 under award to CFM International, CAGE 58828 (IAW FAR 6.302-1). It is the Government's intent to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM); therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material / Procurement Note C04, or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein. The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
