DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to General Electric Company, CAGE 99207, via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board Systems (DIBBS). A copy of this solicitation may only be available to requesters by contacting the Point of Contract (POC) for this notice directly. This notification serves as an amendment to the original soliciation, SPE4AX-21-R-0001. The agency intends to award 98 NSNs under the General Electric (GE) Captains of Industry (COI) Contract SPE4AX-21-D-9416, which supports the T700 Engine. These NSNs were previously covered under the original synopsis and letter RFP but were not awarded at the time for various reasons. Due to the duration of time past, DLA is issuing the subject amendment. The estimated solicitation issue date is November 10, 2022 with an estimated closing date of December 9, 2022.

This is a notification of DLA Aviation’s intention to bundle approximately 674 National Stock Numbers (NSNs) into a procurement for T700 Engine performance based supply chain management support. SPE4AX-21-R-0001 is the planned solicitation number and is being used for notice identification; however, no solicitation is available at this time. This holistic project is expected to be a single contract action with General Electric (GE) Aircraft Engines. This proposed procurement action meets the definition of bundling at FAR 2.101, and it is likely to be unsuitable for award to a small business due to the diversity, size, or specialized nature of the elements of the performance specified. DLA Aviation has determined that measurably substantial benefits are expected to be derived as a result of the bundling as defined at FAR 7.107. The expected benefits of this bundling are listed in FAR 7.107-3 and summarized below: Cost Savings Price Reduction Quality improvements that will save time or improve or enhance performance or efficiency Reduction of acquisition cycle times Better terms and conditions Anticipated quantified savings of at least five (5) percent of the estimated contract value including options. DLA Aviation will be hosting a Small Business Industry Day. The Small Business Industry Day presentation will explain the Government's rationale for this holistic project and to highlight how small businesses can become qualified suppliers to GE. GE will provide a briefing that will cover their commitment to small business, what it is looking for in a supplier, small business NAICS codes, supplier-teaming resources, and the steps for supplier qualification. The Small Business Industry Day will be held virtually on the 15th of December, 13:00-15:30, Eastern Standard Time (EST). Pre-registration for attendance is REQUIRED. This is a no-fee event. Additional event details, including conference line access will be provided once attendance is confirmed.
